I think the cost should be at least the average player cost. Maybe even a bit more, say 20% more than average.
Making these players zero cost is like drafting a player with zero value. Already there is an advantage to getting some of the low point players so you can afford the players you really want. Being able to keep a player for zero points would be quite advantages even if you really didn't want the guy.
Obviously, the rule is in place for big name players (Bonds, Liriano, etc.), however, each of the past two years I've had 5+ players who don't get cards the next season. Typically players who were 7 pointers the previous year and I didn't even use. Basically, they just dropped out of baseball or sent back to the minors. But, you can be sure I'd keep one as my non-card player if the cost is zero as this allows me to afford more of the players I really want.
Which brings me full circle, these type of players should be good players or players you really like which are typically good players. For this reason you should pay a good player price to keep in minors.
